Tobi Zavala
Tobi Zavala serves as the Executive Director of the Arizona Board of Behavioral Health Examiners (AzBBHE), a position she has held since her appointment on July 25, 2014. Since joining the Board in September 2010, Tobi has demonstrated a deep commitment to the agency, having served in several leadership capacities, including Assistant Director, Deputy Director, and Interim Executive Director.
Before her tenure at the Board, Tobi spent a decade working as a property tax consultant and previously served as a director at a non-profit organization. She is a graduate of Arizona State University, where she earned a Bachelor of Social Work.
When Tobi joined the agency in 2010, she was immediately impressed by the dedication and care of the professionals the Board serves. Acknowledging the complex, often challenging, and rewarding nature of behavioral health, she is honored to lead the agency that regulates these hardworking individuals. As Executive Director, Tobi’s primary goals are to protect public safety and welfare, ensure equitable treatment for all applicants and licensees, and monitor industry trends to keep the Board aligned with federal and national standards. Tobi is dedicated to continuous operational improvement and remains committed to enhancing the Board's processes and procedures while upholding the integrity that the public and the regulated community expect from the agency.
